Overview


The Town Board is the governing body of White Bear Township. It has charge of all Town affairs that are not committed to other officers by law.

The White Bear Town Board is comprised of 3 members, individually known as Supervisors. The Supervisors serve staggered four year terms. They are elected at-large by individual ballot for individual offices. Like a parliamentary system, the Town Board serves both the executive and legislative functions of government.

Each year, at its Organizational Meeting, the Town Board elects one of its members to serve as Chair. The Town Board Chair has no independent executive authority, but rather is responsible for presiding at Town Board meetings and executing official documents on behalf of the Town, as authorized by the Town Board. The Chair votes in Town Board proceedings and is regarded as first among equals.

Administration of town government is conducted by the Clerk-Treasurer. The Town Board selects the Clerk-Treasurer annually at its Organizational Meeting. The Clerk-Treasurer implements the policies adopted by the Town Board and administers Town affairs on a day-to-day basis. In addition, the Clerk-Treasurer maintains all records of the Town's proceedings.
