2017 Sanitary Sewer Lining Program

Overview


The Township began installing liners in sanitary sewer mains, which are difficult to maintain due to access constraints, root intrusion problems, frequent backup problems and/or pipe failures in 2013. Liners also seal pipe joints, preventing groundwater from entering the sewer main (known as "infiltration"). Installing liners rather than new pipe minimizes the cost because the liners do not require excavation of the roadway or easement area, disturbance of existing water, storm sewer or other private utilities or disruption of service to customers. 
The 2017 Sanitary Sewer Lining Program includes the following areas:
• Bellaire
• Eastwood Manor 
 
 
All of the sanitary sewer mains recommended for lining in the 2017 Program are prone to root intrusion problems, have cracks in the pipe, misaligned joints or pipe failures which create flow restrictions or prevent routine maintenance operations.

These improvements have been a major factor (along with regular cleaning and inspection by Public Works Department) in the reduction of sanitary sewer main backups. The liners prevent roots from entering the main through joints, cracks or broken pipes and improving flow by providing a smooth interior surface for the pipe. The liners also seal the sewer main in areas with high ground water conditions, which reduces the Township's sanitary sewer flow and thus billing from the Metropolitan Council Environmental Services.

Cured in Place Pipe (CIPP) Process
  1. Pre-inspection of the pipe to locate obstructions that would need to be internally removed, locate services, and determine which services are active.
  2. Measurements of the line's length, diameter, and depth are taken.
  3. The data collected is then brought back to the contractors facility where the process of pipe design calculations is performed with our software. This critical data is required to design a CIPP liner that, when installed, will meet or exceed ASTM (American Society of Testing and Materials) standards.
  4. The data is then sent to the contractors wet out facility. Wet out is the process of impregnating a high quality felt tube with a calculated amount of catalyzed resin.
  5. After wet out, the product is loaded and cooled down for proper shipment to the job site.
  6. Installation can be done by an inversion process or a pulled in place process.
  7. Water is used to carefully pressurize the liner.
  8. The catalyzed resin is heat activated; therefore the contractor uses steam to cure the liner. (Careful monitoring of temperatures and pressures are required to assure the line is properly cured.)
  9. With proper cool down, there is now a new pipe within the old pipe. The old pipe is no longer needed for structural support.
  10. The next step in the process is reinstatement of services. This task is an art in itself, requiring specialized equipment and trained personnel.
  11. A robot is driven down the line and extends an arm with a high speed carbide tool on it to cut out service taps for reinstatement.
